The opinions of the delegates confirmed that: Urbanization in Vietnam is an inevitable process and considered an important driving force for rapid and sustainable socio-economic development. In which, big cities like Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho have become the development mainstays of the country and strong international competition. Many urban cities and provincial capitals have also been the mainstays of regional development. Urbanization is an important condition for the implementation of the national socio-economic development strategy for the period 2021-2030.
In order to gradually complete the development of Vietnamese urban system, it is necessary to renew urban planning and development and standardize the identification of urban areas according to international practices. Urban areas should be actively demarcated with specific policies to control the urbanization process. Urban space should be reorganized in the territory of rapid and sustainable urbanization growth.
The legal framework on urban development management should be completed in the direction of urban planning closely associated with rural planning. A law should be soon promulgated to manage and develop urban areas and manage technical infrastructure. The development planning must be associated with the administrative management model, the planning should be ahead and prioritized resources to develop the infrastructure framework connecting among cities, urban areas and rural areas.
