Continuing to improve regulations on urban and rural planning

(Construction) - On April 8, the Ministry of Construction organized a forum on the draft Law on Urban and Rural Planning. Deputy Minister of Construction Nguyen Tuong Van chaired the forum.

Speaking at the opening of the discussion, Deputy Minister Nguyen Tuong Van stated: In terms of perspective, the Government has directed the concretization of the Party's guidelines and the State's legal policies, including Resolution No. 06-NQ/TW dated January 24, 2022, of the Politburo on planning, construction, management, and sustainable development of urban areas in Vietnam by 2030, with a vision to 2045; and Resolution No. 19-NQ/TW, dated June 16, 2022, Fifth Conference of the Party Central Committee, term XIII on agriculture, farmers, and rural areas by 2030, with a vision to 2045.

Overview of the forum

Deputy Minister Nguyen Tuong Van requested experts, scientists, and representatives of agencies to evaluate and contribute opinions on issues related to ensuring uniformity and consistency in developing laws; the relationship between the Urban and Rural Planning Law and other laws; decentralization of power to organizations and individuals; funding; selection of consulting organizations; responsibilities; conditions; and capacity. Additionally, he emphasized the importance of State policies regarding the right to exploit and access information in the process of managing and organizing zoning planning.

At the forum, experts proposed additional management issues and considered the rate of urbanization. They suggested adding content to determine goals, vision, plans, and spatial organization, as well as supplementing content and building policy mechanisms for local adjustment of planning. Furthermore, they noted the importance of underground space construction and clarified the content of socio-economic infrastructure in social planning.

Speaking at the conclusion of the forum, Deputy Minister Nguyen Tuong Van stated that the Ministry of Construction would thoroughly gather the opinions and study the content proposed by experts and scientists. From there, the regulations would be clarified, ensuring uniformity and consistency in the draft Law on Urban and Rural Planning.

Following this discussion, the Ministry will organize a discussion in the southern region and collaborate with National Assembly Committees to review the content before reporting to the Government. The Ministry will continue to refine the contents to provide better solutions for issues that still have various opinions.
