(Construction) - On October 22, in Hanoi, the Ministry of Construction convened a conference to review the proposal to classify Moc Chau as a type IV urban area. The conference was chaired by Deputy Minister of Construction Nguyen Viet Hung, who also acted as Chairman of the Council.
During the conference, experts from the Council highlighted Moc Chau strategic role as a national hub, driving the development of the National Tourism Area, and its position at the Long Sap border gate connecting with Laos. The appraisal report from the Urban Development Agency (Ministry of Construction) noted that the area of Moc Chau urban zone has expanded to 158.7 km², effectively doubling, which meets the size criteria of a city. Given this growth, substantial investment in urban infrastructure is essential, requiring a well-structured approach with clear priorities.

Mr. Le Hong Minh, Vice Chairman of the Son La Provincial People's Committee, acknowledged the feedbacks aimed at refining the Project content. He stated that the province would soon outline a strategy to address the missing and inadequate criteria for a type IV urban area, as well as the infrastructure requirements for the areas designated for the establishment of wards.
In concluding the conference, Deputy Minister of Construction Nguyen Viet Hung indicated that the Appraisal Council generally concurred with the Son La Provincial People's Committee’s proposal regarding the urban development programme. Specifically, the proposal for the Moc Chau urban area to meet the criteria for a type IV urban area was deemed consistent with the broader urban development strategy and related planning frameworks. Furthermore, he endorsed the approved scope of the areas anticipated for ward establishment and the corresponding urban zoning plans, which will serve as a foundation for investment aimed at fulfilling the local urban classification criteria.
Deputy Minister Nguyen Viet Hung urged the Son La Provincial People's Committee to instruct the relevant units to promptly finalize the Project documents, with a particular emphasis on thoroughly incorporating the feedbacks from the members of the Appraisal Council. He stressed the importance of reviewing, updating, and standardising data to ensure consistency, as well as verifying the accuracy of administrative boundaries in the mapping system and the boundaries of units slated for establishment following reorganisation, ensuring alignment with the data in associated documentation.
The Deputy Minister also highlighted the need for localities to swiftly develop solutions to address the missing and inadequate standards and criteria identified in the Project. The National Urban Classification Council unanimously approved the proposal for the Moc Chau urban area, Son La province, to meet the criteria for a type IV urban area, achieving a score of 86.6 out of 100 points. Additionally, 100% of Council members endorsed the Report assessing the level of urban infrastructure development in the areas designated for ward establishment within the Moc Chau urban area.
