(Construction) - On December 19, in Hanoi, the Ministry of Construction of Vietnam and the Ministry of Land, Infrastructure, Transport, and Tourism (MLIT) of Japan co-organized the 9th Vietnam – Japan Construction Conference.
In his opening speech, Deputy Minister of Construction Nguyen Tuong Van stated that over the past 50 years, cooperation between Vietnam and Japan has continuously developed across all fields, including politics, diplomacy, economy, science and technology, culture, education, and training. In November 2023, the leaders of both countries agreed to elevate their relationship to a "Comprehensive Strategic Partnership for Peace and Prosperity in Asia and the World."

Regarding cooperation in the construction sector, since 2010, the Ministry of Construction of Vietnam and the MLIT of Japan have signed several memoranda of understanding for cooperation in urban development, drainage, wastewater treatment, and construction worker training. In 2015, the two ministries signed a comprehensive three-year cooperation agreement (2015-2018) on collaboration in construction, urban development, and technical infrastructure. This agreement has been reviewed and continues to be implemented in subsequent phases, with plans to extend it in 2025.
According to Yosuke Tsutsumi, Deputy Minister of MLIT Japan, Japanese businesses have extensive experience in building and developing infrastructure, developing cities through large investment projects, and managing and operating infrastructure. They have also accumulated advanced technology and expertise in handling issues arising during operations and management. These experiences can greatly support Vietnam in its urban infrastructure development and in the management and operation of these infrastructures.
Japanese real estate companies are very interested in expanding their business activities in Vietnam. The MLIT and the Ministry of Construction of Vietnam have established a task force on real estate management, with four meetings held since March 2023, covering various areas of interest.
Vietnam has made significant revisions to its housing and real estate business policies, which are of particular interest to Japanese businesses. Through this conference, Deputy Minister Yosuke Tsutsumi expressed hope that the Ministry of Construction would collaborate with the MLIT to strengthen cooperation in construction and real estate, improving policies for workers and businesses in both countries.
In conclusion, Deputy Minister Yosuke Tsutsumi emphasized that Vietnam and Japan have had active discussions to define the contents and activities of cooperation and to establish a cooperative network for the future. Japan will support Vietnam in projects that Japanese companies are implementing, thereby enhancing the relationship between the two ministries and the two countries and fostering the development of business activities.
