Overview of the conference

Deputy Minister of Construction Nguyễn Việt Hùng presided over the event. The conference was also attended by Mr. Đặng Minh Thông, Vice Chairman of the People’s Committee of Bà Rịa - Vũng Tàu province, along with representatives from Phú Mỹ town leadership, various ministries, sectors, and associations forming the Appraisal Council.

In his remarks, Mr. Đặng Minh Thông addressed the council’s feedback, provided clarifications, and pledged to lead efforts in refining the reports based on the council’s recommendations.

The Vice Chairman of the People’s Committee of Bà Rịa - Vũng Tàu province, Mr. Đặng Minh Thông, emphasized that Phú Mỹ town, with its strategic position and significant role, has made remarkable progress in socio-economic and urban development. The town has firmly established itself as a key driver of the province’s socio-economic growth and urbanization.

In his concluding remarks, Deputy Minister of Construction Nguyễn Việt Hùng noted that the Appraisal Council highly valued the report. He commended Bà Rịa - Vũng Tàu province for its efforts in guiding local agencies, departments, and sectors to establish the necessary legal frameworks. These efforts align with the legal requirements for urban classification, supporting the planned upgrading of administrative units.

Deputy Minister Nguyễn Việt Hùng requested the People’s Committee of Bà Rịa - Vũng Tàu province to fully address the feedback provided by members of the Appraisal Council. He emphasized the need to thoroughly review explanations, data, and drawings included in the appendix and tables to ensure consistency, clarify data sources, and guarantee the authenticity of the reported information. The Deputy Minister also stressed the importance of ensuring the report complies with legal regulations and zoning plans for areas proposed for ward status. Additionally, he called for further clarification of the report explanations, detailed orientation solutions, and concrete plans to address any missing or underperforming criteria to enhance urban quality.

The Deputy Minister highlighted the province responsibility to focus on improving specific urban criteria, particularly those directly impacting residents. These include increasing land allocated for urban public service facilities per capita, ensuring sufficient urban-level medical facilities for every 10,000 residents, improving the ratio of traffic land to urban construction land, and expanding public green space per capita in inner-city and urban areas. He also emphasized the need for green urban design, promoting functional and new urban areas planned around green, high-tech, and smart city models.
