Ministry of Construction completes 4 key tasks in the first 9 months of the year

(Construction) – On October 17, Deputy Minister Nguyen Viet Hung chaired the Ministry of Construction's regular third-quarter press conference for 2024.

During the press conference, Deputy Minister Nguyen Viet Hung highlighted four major tasks that the Ministry successfully accomplished in the first nine months of 2024. The first of these was the refinement of construction-related institutions and legal frameworks, identified as a core and central task. This effort aims to enhance the effectiveness of State management while creating a more favorable and open environment for investment and business activities.

Second, the Ministry has urgently worked to complete the legal framework for real estate and housing business, preparing documents to be submitted to the National Assembly, the Government, and the Prime Minister for the issuance of laws, decrees, and decisions.

Third, the Ministry has proactively set up working groups and collaborated closely with various ministries, sectors, and local authorities. These efforts have yielded initial positive outcomes, gradually easing some of the bottlenecks in investment and construction activities.

Fourth, the Ministry has concentrated on directing and organizing the implementation of tasks and solutions to enhance the quality and expedite the progress of national sectoral plans assigned by the Government. This includes submitting for the Prime Minister's approval of Decision No. 891/QD-TTg, which outlines the Urban and Rural System Planning for the 2021-2030 period, with a vision extending to 2050. Additionally, the Ministry submitted Decision No. 1626/QD-TTg, dated December 15, 2023, concerning the planning for the exploration, exploitation, processing, and use of construction material minerals for the 2021-2030 period, also with a vision to 2050.

During the press conference, representatives from the Departments and Divisions of the Ministry of Construction addressed various issues of concern to the press and the public. Topics included the roadmap for implementing the second real estate tax and its potential impact on the real estate market, as well as solutions to regulate housing prices in major cities. Additionally, they discussed the activities of the Prime Minister's Working Group dedicated to resolving challenges faced by real estate projects, and the current status of local authorities issuing documents to guide the implementation of the Housing Law and the Real Estate Business Law.

Further discussions covered the progress of social housing development across different localities, the feasibility of introducing a VND 30,000 billion loan package to support social housing projects, and the program aimed at eliminating temporary and dilapidated housing. Other matters included efforts to resolve difficulties related to norms and unit prices for determining construction material costs for key national traffic projects, as well as the inspection and maintenance of old apartment buildings, among others.
