Minister Nguyen Thanh Nghi: Standards for saline sand for concrete and mortar have been issued

(Construction) - At the National Assembly's question and answer session on natural resources and the environment, on the morning of June 4, Minister of Construction Nguyen Thanh Nghi addressed questions related to the use of sea sand as construction material and urban flooding.

Regarding the use of sea sand as construction material, Minister Nguyen Thanh Nghi stated that the Ministry of Construction had developed, issued, and transferred to competent authorities relatively complete standards, technical guidelines, as well as economic and technical norms on the treatment and use of ash, slag, and gypsum as raw materials for the production of construction materials and in construction works.

Regarding saline sand, the Ministry of Construction has also developed and issued standards for saline sand for concrete and mortar (TCVN 13754:2023), grading, and recycling solid waste for construction of road and urban foundations. Minister Nguyen Thanh Nghi mentioned that the Prime Minister has assigned the Ministry of Transport to lead the development of a project to study, evaluate, and pilot the use of sea sand for roadbed filling.

Addressing the issue of urban flooding, Minister Nguyen Thanh Nghi acknowledged that the current situation is very complex due to various causes. Referring to solutions to mitigate urban flooding in the future, Minister Nguyen Thanh Nghi emphasized the need to continue improving laws, mechanisms, and policies related to drainage and wastewater treatment. This includes focusing on developing the Law on Urban and Rural Planning, the Law on Water Supply and Drainage, the Law on Urban Management and Development, and the system of regulations, standards, and norms related to wastewater treatment.

The second solution is to improve the quality of filtration, management, and urban planning. The third solution is to focus resources on the coordinated construction of urban technical infrastructure systems to ensure effective drainage and wastewater treatment. The fourth solution is to continue reviewing and focusing on guiding, urging, inspecting, and monitoring localities to ensure the implementation of planning and legal regulations in wastewater treatment, as well as urban water supply and drainage.
