According to Deputy Minister of Construction Nguyen Van Sinh, Hai Phong is a city directly under the Central Government, an important traffic hub, with a lot of potentials playing an important role in the key economic region of the Northeast.

The Deputy Minister suggested three recommendations to "untie the knot" the planning of Hai Phong city as follows:
First, Hai Phong should do well in construction planning, land and other plans. After the development period, up to now, many planning points of Hai Phong need to be adjusted to attract more investment and create the new development.
Second, Deputy Minister Sinh suggested the city should pay attention, publicize the transparency of planning, the list of implementation progress of projects avoiding spreading rumors, speculation and illegal profiteer as in some localities in the past.
Third, the city should control well the real estate market ensuring the stable and healthy development.
