Consultation Workshop on the Draft Urban and Rural Planning Law

(Construction) - On July 29, at the National Assembly House, the Economic Committee, in collaboration with the Ministry of Construction, organized the consultation workshop on the draft Urban and Rural Planning Law.

Reporting on some anticipated additions and clarifications in the draft law, Tran Thu Hang, Director of the Department of Urban and Architectural Planning at the Ministry of Construction, noted that the Urban and Rural Planning Law is being developed with several significant updates. These include new regulations on international cooperation and state policies related to urban and rural planning, as well as clear definitions of governmental investment, support, and encouragement in these areas.

At the workshop, delegates and experts praised the draft Urban and Rural Planning Law for its innovative features that address practical needs. The draft includes specific provisions aimed at overcoming challenges and obstacles in urban and rural planning. Additionally, delegates provided numerous suggestions to help refine the draft law.

In his address, Minister of Construction Nguyen Thanh Nghi highlighted the differences between general urban planning under the 2009 Urban Planning Law and planning according to the 2017 Planning Law. He also discussed how the planning is connected with other legislation, such as the 2024 Land Law and the recently passed Capital Law by the National Assembly.

The Minister further elaborated on various aspects of the draft law, including deadlines and periods for different types of planning, such as commune planning and general commune planning. He clarified several concepts within the draft and addressed key topics of interest, such as underground planning, the development of urban underground space systems, and new general urban plans for areas expected to become centrally governed cities.

In concluding the workshop, Nguyen Ngoc Bao, Vice Chairman of the Economic Committee, emphasized that the Urban and Rural Planning Law is complex and specialized. He encouraged delegates and experts to continue providing feedback. The Economic Committee will review all contributions, make necessary amendments, and refine the draft law to ensure its quality for presentation to the National Assembly at the 8th Session.
