The heartbreaking incident happened on September 7, when the gate of Khanh Yen Thuong Primary School in Khanh Yen Thuong commune, Van Ban district, Lao Cai province collapsed, killing 3 students. According to the preliminary assessment at the site of the Ministry of Construction and the local construction agency, the gate pillar is built of brick, with a cross-section of 50x50 (cm), shallow foundation, no fencing , not designed to withstand swing or grip effects.
Carrying out the function of unifying State management on the quality of construction works, the Ministry of Construction requests the People's Committees of centrally-affiliated cities and provinces to direct local construction specialized agencies (especially in schools in remote areas) organize the implementation of a number of specific tasks.
The Ministry of Construction notes that school design units use appropriate foundation and structural solutions in accordance with current standards such as TCVN 2737: 1995, TCVN 5573: 2011, TCVN 5574: 2018 ... The design of the gate has a horizontal push-wing or a rotating hinge with a wheel.
