(Construction) - Improving the quality of urban planning and management in Vietnam was one of the groups of issues that the Minister of Construction Nguyen Thanh Nghi responsible to answer key questions at the 4th Session, XV National Assembly.

Urban development planning and management were concerned
According to Minister Nguyen Thanh Nghi, along with efforts to cover the planning, localities should review, adjust and supplement various types of construction planning and urban development programs.
Localities focus to speed up urban planning and urban development programs; focus on reviewing and adjusting the plans to meet practical requirements. There has been a lot of progress in the planning organization and implementation, announcing and publicizing the plans.
The adjustment of urban planning were arbitrary
The achieved urbanization rate was lower than the target set in the Socio-Economic Development Strategy for the period 2011-2020, still a long distance from the average rate of the region and the world.
The quality of urbanization was not high. The structure and quality of urban infrastructure had not met the requirements of population and economic development in urban areas.
The law on urban development management was incomplete
Urban management was not professional. The assignment and coordination of State management tasks on urban development was not clear, coherent or uniform. The qualifications and capacity of a part of urban management cadres, civil servants and public employees were still weak.
Focusing to the Law on Urban and Rural Planning, the Law on Urban Development Management
Focusing on research, building a system of legal documents, completion of institutions, legal corridors and tools for urban development management; Focusing on building the Law on Urban and Rural Planning, the Law on Urban Development Management.
Continuing to conduct training and fostering 08 groups of managers and professionals in urban construction and management; Standardization of capacity framework standards for urban managers; Promotion of international cooperation, responsibly participation in international forums and so on.
