(Construction) - Osaka Prefectural Government and Osaka City Government on September 28 selected a group of two companies, US-based MGM Resorts International and Osaka-based ORIX Corporation, as an operator of one of the first integrated resorts in Japan including a casino to be built in the Yumeshima area, Osaka City.

The initial investment will be approximately 1.08 trillion yen. The project will include the construction and operation of casinos, hotels, large-scale exhibition halls, and international conference halls. The consortium will work with the local communities to create a world-class growth-oriented IR in the plot of 492,000 square meters on the artificial island in Osaka Bay. The group will build a tourism complex with a total floor space of about 770,000 square meters. The prefectural and municipal governments and the selected operator will prepare a plan to be submitted to the national government at the end of the year or early next year, aiming to open the facility in the late 2020s.
The joint venture has set its development concept as a "tied water city”. The joint venture plans to create a nexus in the aquatic city of Osaka that will connect people visiting Yumeshima from all over the world not only to Osaka and the Kansai region but also to the whole of Japan. According to the proposal, the project will have conference facilities with a capacity of more than 6,000 people, 31,000-square-meter convention halls, three hotels of 2,500 guest rooms in total, entertainment facilities, restaurants and retail shops, and a 61,000-square-meters casino.
