Japan Society of Civil Engineers calls for actions to tackle “combined disasters”

(Construction) - As the spread of COVID-19 continues unabated, record-breaking heavy rains were reported over a wide area from western to eastern Japan.

The Japan Society of Civil Engineers, JSCE is becoming increasingly concerned about “the combined disasters" of infectious diseases and heavy rains. Seeing this as an unforeseen situation in which lessons learned in the past cannot be applied, the group of researchers and professionals is increasingly aware of the need to promptly take highly effective measures. The society is working to examine in detail the technologies and policies related to complex disasters and to compile new proposals.

The heavy downpours falling over a wide area of Japan since around August 10th have caused landslides and damages to houses and bridges due to river flooding in various regions. The delta strain of the highly infectious virus has been raging, and the number of infected and seriously ill patients has remained high this month.

JSCE described the situation in Japan as a crisis beyond expectations. The statement announced by the organization on its website advocates a shift to a robust society that is prepared for combined disasters of infectious diseases and natural disasters. It called for the development of designated evacuation centers that are spacious enough and consider both the environment and hygiene, as well as the prioritization of vaccinations for essential workers who are at the forefront of disaster response, such as local construction workers. The immediate task will be to remain vigilant against the risks of complex disasters and to take prompt and effective measures. The frequent occurrence of natural disasters and the spread of infectious diseases are major negative factors for social and economic activities.
