The scheme to complete the system of construction norms and prices (called Project 2038 for short) was approved by the Prime Minister on December 18, 2017. Subsequently, the Minister of Construction signed the Decision to issue the Plan of Implementation of Project 2038 on May 2, 2018.
In the past year, the Ministry of Construction also completed the bidding, contractor selection, signing and officially implemented the construction of a database of norms and prices in the fourth quarter of 2019. This will be an important tool for the deployment of digital applications throughout all phases of the construction investment project.
Regarding the tasks in the new year, the Ministry of Construction needs to finalize the draft Circulars guiding the Decree to amend and supplement Decree No. 37/2015 / ND-CP to create a legal corridor in practice of implementing new regulations on construction contracts.
Deputy Minister Bui Pham Khanh affirmed that this was the Interim Report of the Steering Committee of Project 2038 to evaluate the performance of the work in 2019 and submit to the Prime Minister. He suggested, the report must be presented in a clear layout. The experts should send their comments to the Department of Construction Economics for summarizing and reporting to the Minister of Construction for approval of the draft Report and submission to the Prime Minister in the coming tim.
